Cyberpunk 2077 supports different languages for voice output. I had the same issue and I was able to solve it. I was wondering why I only can choose “english” as speech language in game. I also bought Cyberpunk on steam and finally I was able to swtich the language:

Follow this steps to change the voice language on Cyberpunk 2077 on steam:

• Close Cyberpunk schließen
• Go to your steam library and search for Cyberpunk 2077.
• Right mouse click on Cyberpunk and choose “Properties” in to submenu.
• Move to tab “language” and choose your language: English, German, Italian, France or Spanish
• Close the properties menu. Steam will begin to download the missing language voice package for you.
• Once the download is done you will be able to switch the language in the game options menu.
